關於這點，理論上是很公平的 雖然都是我的猜測
應該是以【得票的高低，決定晉級與否】

譬如說 總票數是1000票/500人投
A組 有兩張圖非常出色 會變成一二名 共拿走約800張票，第三名頂多1XX票
B組 有三張圖非常出色 一二三名幾乎各拿約3百票，所以3張圖都晉級

相比之下，因A組第三名只拿到1XX票 B組第三名拿2XX，所以A組第三名不會晉級

不過有一個重點，我也看過第四名也晉級的，估計是前四名的圖票數都很接近
